Course Description 本課程著重在討論近年印太區域—特別是太平洋與東亞地區—的安全情勢與面臨的挑戰,課程將從中國的崛起為開端,討論中國既有的戰略文化、對「偉大復興」的追求、以及中國經濟的成長與衰退如何影響中國對外採取更強硬的政策或更傾向擴張。隨後,則將著重討論中國的崛起對區域議題的影響,依序分為朝鮮半島、台海、南中國海與南太平洋島國。最後,則是討論國際社會如何因應中國的崛起,特別是小多邊QUAD與AUKUS的應對及相關國家的反應。
本門課將要求修課同學完成以下三項任務:第一,導讀報告,每周將由至少一位(組)同學針對指定閱讀內容進行至少30分鐘的導讀報告,報告內容必須包括:每篇文章的研究問題、組織結構(包括為何作者為何建立此結構及每章節之間的邏輯關係)、主要與次要論點、以及各篇文章背後的邏輯是否相呼應/衝突。第二,授課教師每天將透過數位教學平台(ilearning)或群組分享相關新聞或訊息,請當周未負責導讀報告的同學以個人或個別組別為單位,結合導讀內容與時事提出問題或評論。第三,請授課同學於學期末撰寫一份最多15000字(中文)的學期報告,本門課也歡迎以英文撰寫學期報告,但請以8000字為上限,內容必須包括:問題意識、文獻回顧、研究架構、完整論點與參考書目。授課教師並不反對修課學生使用生成式AI進行文法或語言的修訂,但完全反對修課同學以生成式AI整理資料或生成內容,若修課同學在撰寫過程中曾使用生成式AI,請在期末報告的第一頁下緣以腳註的方式自我揭露。範例如下:

本篇報告僅曾使用生成式AI (AI名稱)修訂文法及語言。本篇報告的內容、主要論點與資料均由作者自行撰寫,未曾在這些部分使用生成式AI。

This course focuses on the security issues and possible challenges in the Indo-Pacific region—especially in the Pacific Ocean and East Asia. This course will take China’s rise as beginning which means China’s existing strategic culture and its pursuit of “ great rejuvenation (偉大復興)” will be the first focal. Furtherly, this course will discuss whether the economic growth or decline leads to China’s aggressive policy toward its neighboring countries. Of course, the impact of China’s rise will also be noticeable in regional issues, including the Korean Peninsula, Taiwan Strait, South China Sea, and the South Pacific region. Finally, the response of the involved states to China’s rise will also be discussed, especially in the context of minilateralism, such as the QUAD and AUKUS.
This course will require students to afford three tasks. Firstly, each week, at least one student (or group) will deliver a reading presentation of no less than 30 minutes on the assigned readings. The presentation must cover: the research questions of each article, the organizational structure (including the rationale for why the author adopts this structure and the logical connections between sections), the major and minor arguments, as well as whether the underlying logics of the articles are mutually reinforcing or conflicting. Secondly, the instructor will share relevant news or reports from the famous thinktanks everyday, through the digital learning platform (iLearning) or email. Students who are not responsible for the reading presentation in that week are required, either individually or in groups, to raise questions or provide comments that connect the assigned readings with current affairs. Finally, by the end of the semester, students must submit a final paper. For papers written in Chinese, the maximum is 15,000 words in length. For papers written in English, the maximum is 8,000 words in length. The paper must include: a clearly defined research question, a literature review, research framework, main arguments and full reference. The instructor does not oppose the students revise their grammar or usage with the generative AI. HOWEVER, the instructor does COMPLETELY OPPOSES the students to rearrange data or generate the contents. The use of generative AI is permitted only for minor revisions related to grammar, style, or usage. The use of AI to generate content, restructure arguments, or manipulate data is strictly prohibited. Any student who uses generative AI in the permitted manner must include a disclosure as a footnote at the bottom of the first page of the paper.
Example of proper disclosure:
The author affirms that generative AI (AI name) was used exclusively for minor revisions related to grammar, style, and language. All substantive content, primary arguments, and data presented in this paper were independently researched, analyzed, and written by the author without the assistance of generative AI.
