Course Description 中國綜合國力的增長不僅反應中國是一個無法被忽略的國家,同時也反應著對中國外交政策及東亞議題的討論,更重要的應該是中國大陸內部的經濟、社會與政治條件的變化,因為中國在國際體系權力結構的地位更近似於美國,而對這類國家外交政策的瞭解往往更需要檢視渠等究竟需要什麼?
實際上,當代中國的面貌—不論是政治體制或經濟發展—並非偶然,而是中國知識份子對19世紀以來的歷史反思、政治精英的鬥爭、以及無法有效管理等問題造成的結果。中國知識份子對歷史的反思帶來的民族主義及對歐美國家的偏見,而政治精英的鬥爭帶來國共內戰與中共建政後一連串的政治運動、而管理方法的落後則導致貪腐與資源的錯誤配置成為必然。三個因素交織導致非民主的政治體制成為必然,因為當國家無法有效管理與分配資源時,菁英分裂往往是必然的現象;然而,當菁英對歷史具有共同的悲傷記憶時,菁英反可能團結以尋求可接受的管理與分配方法,大幅提升出現非民主政治體制的可能性。
對一個國家的理解不外乎從政治與經濟兩個面向著手,但中國的不同處在於必須更重視政治對經濟的影響—相對地,經濟對政治的影響便不是那麼重要,因而這門課程的目的在於先討論中國的政治制度、其次則是中國的經濟發展、再次則是政治與經濟的交織—特別是中國的政治如何影響其經濟,最後一個議題則是討論中國的決策過程—特別是中國的決策邏輯是否存在「典範」?
在研究訓練層面,本課程將要求學生能清楚地發現並設定研究問題,嘗試將內政議題(例如政治運動、威權治理、官僚激勵或國家資本主義)轉化為可操作化的分析架構或變數,並以之討論這些因素對中國外交政策的因果機制。課程將引導學生熟悉國內外期刊對於研究設計、理論貢獻與文獻對話的基本期待,並鼓勵學生以既有文獻為基礎,提出能夠回應相關學術辯論的研究假說。
