Course Description The study of international economic law includes a field of study that examines the various legal relationship that arise out of economic activities between states, international institutions, and other international actors. Although the legal study covers a wide scope of international economic interactions, this course will be primarily focused on discussing trade-related issues of international economic law.

Week Course Content
Week 1 Introduction to International Economic Law:
An overview of the course and the legal topics to be covered in the upcoming semester.
Week 2 Nature and Sources of International Economic Law:
Analyzing foundational issues such as the scope of international economic law and the legal sources that relate to this area of law.
Week 3 International institutions of international economic law:
A discussion surrounding the merits and pushbacks of international institutions such as the World Bank, International Monetary Fund, International Centre for Settlement of Investment Disputes (ICSID), and Asian Infrastructure Investment Bank.
Week 4 International Investment Treaties and Dispute Settlement:
An overview of international investment treaties and investment clauses in trade treaties, and a discussion on the issues of international investment dispute settlement.
Week 5 WTO and GATT (I):
General structure of WTO and the general principles of GATT.
Week 6 WTO and GATT (II):
Continued discussion on the principles of GATT.
Week 7 WTO and the Dispute Settlement Body:
An analysis of the paralysis of the WTO Dispute Settlement Body and what is being proposed to resolve this issue.
Week 8 The Security Exception:
Discussing the Security Exceptions in GATT Art. XXI and if it is shaping the current framework of national security discussions.
Week 9 Geoeconomics and National Security:
Geoeconomics has been defined as the use of legal instruments to achieve a foreign policy goal based on national security considerations. The class will use this concept to discuss the U.S.-China trade war and the economic sanctions imposed against Russia after their Ukraine invasion.
Week 10 Economic Security and Economic Resilience Laws:
Analyzing the international rise of protectionist laws passed for protecting economic security and promoting economic resilience.
Week 11 International Export Control Regimes:
International export control regimes and their relationship with domestic export control regimes.
Week 12 U.S. Export Control Reform Act and Export Administration Regulations:
An introduction to the U.S. export control regime and why it’s difficult for Taiwanese technology corporations to completely ignore these rules.
Week 13 The Current Challenges of Taiwan’s Technology Control:
To control or not to control, that is the question. A discussion of the laws and regulations of Taiwan as we navigate the challenges of protecting our own technology and also maintaining our role in the global technology supply chain.
Week 14 Guest Lecture from Legal Practitioner:
An esteemed lecturer will be invited to class to give a lecture to the students.
