| 課程簡述 | The goal of this course is to introduce students to decision making and the strategy process through multiple techniques, creating a strategy toolkit with applications in public affairs, politics, and economics. One key objective is empowering students to discriminate which tools are appropriate for which problems. The course material is divided into several methodological sections emphasizing both theory and applications. Course readings for each methodological section are designed to facilitate student learning regardless of quantitative or mathematical background. In general, for each section the literature is arranged as follows: 1). an intuitive, non-technical introduction 2). the general scientific approach 3). a complete technical overview 4). substantive applications in public affairs 本課程主要探討政策制定背後的政治學，了解什麼力量左右政策的制定，什麼政治考量影響了政策的施行，而人民又如何解讀政策、回應政策。如果你是政策制定者，本課程將會讓你制定政策時更有意識，事先知道各種抉擇可能帶來的後果。學生將會學習如何有系統地分析問題、評估方案、探討可行的決策及可能的後果，而從問題架構、資料收集、資訊整理、決策分析乃至決策輔助的完整思維過程，提供數字化系統化之決策依據。 |

| The primary purpose of this course, therefore, is to begin the process of changing the way you make decisions. We will do this by providing you with broadly applicable frameworks and tools for careful, critical, analytical thinking about decision making, uncertainty, risk, objectives and complexity. As this represents only one part of an introductory course, we can only get you started; but you will finish the course thinking about decisions very differently than you do now. 1. 培養政策制定意識。 2. 訓練獨立思考能力。 3. 學習如何有系統地分析問題、評估方案、探討可行的決策及可能的後果。 |

| 本課程內容以老師所擇定的上課教科書為主，再配合當週內容輔以老師安排的文章，以便讓同學對當週主題能有更深入的理解。每次上課時，所有同學均應事先研讀上課教科書內容，而負責導讀該週指定教材內容之同學，則應向全班同學進行導讀摘要簡介，並應輔以簡報（power point）呈現報告內容及討論重點，完成報告後由老師進行補充並引導同學們參與討論。由於決策理論與實務屬於基礎性課程，在課程設計上將不進行期中考與期末考，但各小組必須匯集本學期所學會的知識，就給定文獻，進行批判性閱讀，老師將會視同學的報告所反應的學習情形作為評分的依據。 1. 出席 20% 2. 課堂討論 30% 3. 課堂報告 50% |
