課程簡述 | Technology is a key source of power, and ‘power’ is a critical variable in the field of IR. Technological change deeply affects IR; however, the changing nature of IR also affects the pace of technological change. The course addresses the interplay between technology and IR looking at: (1) the evolution of military technologies, (2) how technology affects power distribution in the international system, and (3) what states are able to develop effective technologies and establish their institutions. The first part of this course is an introduction on the overall structure and rational of the course and discusses the role of technology in IR theory (structural realism and social constructivism in particular) and in the modern international system. The second part looks at the evolution of technology, focusing on: the changes occurred in warfare, the scientific and industrial development, and the impacts of AI, blockchain as well as 5G on present and future global governance. The third part looks at the strategies that actors (sovereign states in particular) can devise in order to increase their technological edge (or to fill a gap). Finally, the last part will focus on the relationship between technological change and the distribution of power, addressing the academic debate between SR and SC in modern diplomatic practices. |

The course aims to provide students with advanced knowledge of the interplay between technological change and IR, by looking at: (1) how theories of IR address technological change; (2) how different actors have dealt with the introduction of new technologies; and (3) how nations have been promoting technology and innovation policies as a key element to advance their standing in the international arena. At the end of the course students will acquire skills that allow them to address some meaningful problems of the strategic construction with new norms. |

There will be ‘two written or oral essays’ during the semester, which include any or a combination of the following types of questions: specific conceptual definitions and/or analytical essay questions. The two essays together count 50% of the final grade. The rest of students’ final grade will be provided in Evolution.
