課程簡述 規劃理論的目的,主要是希望能夠回答整體區域或農村、都會規劃實施過程中,所會面臨的幾個基本課題,包括:何謂規劃?規劃專業者與規劃政策的所要服務的對象為誰?以及規劃案如何進行?這其中,涉及了規劃此一專業本身的定位,專業者角色的扮演,以及規劃的程序與方法等。目前,規劃學界尚未有一清楚明確的規劃理論,但是與規劃相關的理論,則是我們學習取材的主要來源。這些許多與規劃相關的理論,主要在提供規劃者對於當代人類社會,人文與區域發展的理解。而農村規劃理論,除了要熟知規劃學相關的理論脈絡外,更應該對於鄉村的發展與農業的特色進行研究與理解。
本課程的設計目標,主要就是期待透過相關資料與理論的閱讀與討論,讓同學們認識到所意欲規劃空間(實質的與人文的)的多元性,同時也探討規劃體制與制度的設計,以及當前政府體制與社會制度對於規劃的影響。希望同學因此建構出一個清楚、堅定的專業意識,以其在未來進行實質規劃工作時,能站穩自身專業的立場,去捍衛規劃者與規劃專業的目標與倫理規範。

The objective of planning theory is to try to answer the following major questions in urban and regional planning. They are: What is planning? Who are the clients that planners need to serve? How the planning projects process? All these questions involve the basic principles of planning profession, the role of urban planners and the procedure and method of planning.
Currently, there is no precisely planning theory, jet there are various social and political theories that serve as the basic concept for planning and planners. Hence, we believe that we need to understand the current social and political thinking, and the history and change of contemporary society so that we would be able to plan a better living environment.
This course therefore designs to provide sociological and human science literatures for students to read and discuss. The purpose is to help planning students to realize the complex and poly-development of our society. At the same time, we would also explore the planning system and its interaction with state apparatus and social institutions.
In the end, the course would like to assist our students to build a professional conscience and identity to defense the pride and ethic of planning.

The objective of this course is through the discussion and exploring of contemporary social, political and planning theories to construct the future planners’ concepts and ideas on planning profession and planning ethics.

學習評量方式
修課者分配每週閱讀材料,於課堂上報告(輪流),並撰寫摘要,然後由教師補充講解。摘要報告以一至兩頁為限,撰寫3份。修課者必須積極參與課堂討論。另於期末繳交期末報告,報告內容以課程討論之任一主題為題,加以說明、舉例闡述並評論。期末報告以十頁為限。

閱讀心得報告(三份)50%、期末報告(一份)40%、課堂討論10%
